Coming from a more "newbie" perspective:

I'd really like to see some resources for those interested in starting up with Pokemon. Perhaps links to rules, formats, banlists (or however that works), etc.?

A guide to decent deckbuilding (like Pokemon-Trainer-Energy ratios, etc.)?
Any way of playing online (for free) should be advertised IMO, even if it is relatively shitty. A decent guide to how to use said program would be nice as well (or a link to a good resource for learning it).
How to find good locals in your area.
Maybe a DGZ playerbase that you could play with?

Idk.

This was the closest thing to having a guide on how to play.

http://assets.pokemo...te_Rulebook.pdf

You can go ahead and take a look at this to figure out how to play.

Some good blogs I can suggest to take a look at for a view of the meta are:

http://thedeckout.com

http://thetopcut.net/

http://heytrainer.org/

There is also Sixprizes.com but its known to be kinda shitty because you have to pay to access all of its content.

Finally, Playtcg.me is a free program similar to Dueling Network. They even have a tutorial.

also feel free to ask me questions.

So I'm wondering about starting up IRL as well as on playtcg.me. Of course, I'm have no idea what I'm doing. Would it be worth buying like a pair of starter decks (or whatever the equivalent is) to just play against friends?

To be honest, the starter decks are usually close to unplayable, even if you buy 2 or more.

Though, for now that would probably be the best thing to do until you guys get familiar with the game more.

starter decks are the best way to build up your supporter base, which is the most important part of starting pokemon.

just look up which one has the most bang for your buck.

Do you guys know any budget decks (under 100$) that are good right now in the format?

it's gay. good but really gay. it's deckout, incredibly boring to play but don't be that guy lol.

most decks are under $100, it's not like yugioh, even places like trollandtoad aren't cheap prices, everyone's value in person tends to be a lot lower than vendors.

the reason durant is considered cheap is because the only expensive cards at the moment is mewtwo ex, which is around £40. you can get away with playing 1, but 2 is ideal. obv none is fine too if you're not diving into competitive play straight away. durant doesn't play mewtwo.

the trainer/supporter line is fairly cheap and roughly the same for every deck too, so for each format the only that that varies is your 10-15 pokemon.
