Buying my first car

So I am buying my first car ever and I have about $4000 to work with. I was looking on the website of a local car auction place and they have this: http://www.blokauto.com/1998-BMW-7-Series-740il-Gardena-California-90248/4079015

idk what that rating means, but is there something wrong with it? I have literally zero clue about anything car related so any help is appreciated.

Also what type of car should I be looking to get? I heard Ford (or American cars) are garbage and that I should be looking to get a Toyota or something.

Ford are the only american car worth purchasing, but you'd still be better served with a Japanese (Honda/Acura, Subaru, Toyota/Scion/Lexus, Nissan/Infiniti). German cars (like the BMW you posted but in your price range more likely VW) are great but maintenance is expensive as shit

my mom was telling me to reconsider the bmw if i wanted it because of the price of parts and whatnot if it breaks down

models to consider:
Subaru Impreza
Honda Civic, Fit, Accord
Toyota Corolla, Yaris, Echo, Camry
Nissan Sentra, Maxima, Altima, Versa
Mazda 3, Mazda Protoge
Ford Focus (fairly solid and parts are cheap as shit)
Any Hyundai or Kia model year 2008 or newer - they became VERY solid then but were honestly ass before.
Volkswagen Jetta TDI or Golf TDI (if its not TDI dont buy it)
Any Scion, though the FR-S probably has really bad insurance rates.

Hood rich options ("classy" cars that are usually more expensive but you can find an old model)
Any BMW 3 series - generally re garded as one of the best driving cars on earth, a late 90s one might fit your price range
Any Acura, Infiniti or Lexus - they're really Honda, Nissan and Toyota respectively, and are their upscale version

Then drive a corolla (not an 86, 1999-present)

 

They're easy to maintain, reliable, cheap to run, parts are everywhere but it's extremely pedestrian and slow af.
