If the targetted monster is not face-up on the field when Safe Zone resolves, Safe zone does not apply it's effect to the monster.

Yo!: the monster will flip when it's attacked
Yo!: so, it will not be destroyed by battle
Yo!: it takes properties similar to that of Tengu
Yo!: so say, if the monster is targeted while face down, then yeah, it will be destroyed/etc
Yo!: but if its flipped face-up
Yo!: then it will be under Safe Zone's protection.

The Safe Zone targets and applies it's effect similar to Fiendish Chain...if that helps to visualize it any better. If a monster targetted by chain is booked, the continuous trap ceases to target the monster.

CL2: Book of Moon being activated
Book puts the monster f/d, leaving Safe Zone w/o target. If the f/d monster is attacked, it will still be destroyed as it isn't bound by Safe Zone's effect.
