I wouldn't pay anymore than 6k for it private party. Then again, I don't know what kind of options it has, either.

That's way too much. And at that age, the stuff you listed shouldn't really be a factor besides the shocks and tires. If the engine could be checked out, that will help determine the cars worth.

only 58 thousand miles for 16 years old seems sketchy, but check car history before buying.

Two major concerns - very low mileage for an old car, needs to be investigated
tranny might not be that solid - my gut instinct is mid-90s american cars had shitty autos but i might be wrong here.
